44.	Apologies for Absence View the background to item 44. Minutes: There were none.
45.	Election of Chairman View the background to item 45. To elect a Chairman of the Committee for the remainder of the Municipal Year. Minutes: The Chairman called for nominations for Chairman of the Committee and Councillor Mrs M E Thompson proposed Councillor Mrs P A Channer be appointed as Chairman. This was duly seconded. Councillor S P Nunn proposed that Councillor M G Bassenger be appointed as Chairman. This was duly seconded. In accordance with Procedure Rule No. 13 (3) Councillor C Mayes requested a recorded vote. The Chairman put the proposal for Councillor Mrs Channer as Chairman and the voting was as follows: For the recommendation: Councillors R G Boyce, Mrs P A Channer, Mrs J L Fleming and Mrs M E Thompson. Against the recommendation: Councillors M G Bassenger, C Mayes, S P Nunn and R H Siddall. Abstention: There was none. The Chairman announced that there was an equality of votes. It was clarified in response to a Point of Order that as presiding Chairman Councillor M S Heard did not have a casting vote and therefore the matter of appointing a Chairman of the Committee would have to be determined by the Council.
46.	Adjournment of the Meeting Minutes: RESOLVED that the meeting of the Joint Standards Committee be adjourned at 9:15pm to allow the Council to appoint a Chairman for this Committee.
47.	Resumption of Business Minutes: RESOLVED that the business of the special meeting of the Joint Standards Committee be resumed at 9:25pm.
48.	Election of Chairman Minutes: Councillor M S Heard announced that Councillor M G Bassenger had been elected by the Council as the Chairman of the Committee for the remainder of the municipal year. IN THE CHAIR : COUNCILLOR M G BASSENGER
49.	Appointment of Vice-Chairman View the background to item 49. To appoint a Vice-Chairman of the Committee for the remainder of the Municipal Year. Minutes: The Chairman called for nominations for Vice-Chairman of the Committee. A number of nominations were put forward and seconded, however the proposed Members declined the nomination. The Lead Legal Specialist and Monitoring Officer advised that the Terms of Reference for the Committee stated that the Chairman and Vice-Chairman could not be from the same Political Group. Councillor R H Siddall proposed that Councillor Mrs V L Fleming be nominated as Vice-Chairman of the Committee. This was duly seconded and upon a vote being taken was agreed. RESOLVED that Councillor Mrs V L Fleming be appointed Vice-Chairman of the Joint Standards Committee for the remainder of the Municipal Year.
