To confirm the Minutes of the meeting of the Overview and Scrutiny Committee held on 30 July 2026 (copy enclosed).

To disclose the existence and nature of any Disclosable Pecuniary Interests, Other Registrable interests and Non-Registrable Interests relating to items of business on the agenda having regard to paragraph 9 and Appendix B of the Code of Conduct for Members.

(Members are reminded that they are also required to disclose any such interests as soon as they become aware should the need arise throughout the meeting).

To receive the views of members of the public of which prior notification in writing has been received (no later than noon on the Tuesday prior to the day of the meeting).

Following its deferral at the last meeting of the Committee, Members are invited to appoint a Member as District Representative on the Essex County Council Health Overview, Policy and Scrutiny Committee, for the remainder of the municipal year, to May 2027.

Background Information:

The Health Overview, Policy and Scrutiny Committee is Essex County Council's statutory health scrutiny committee. Its primary function is to review and scrutinise matters relating to the planning, provision and operation of health services across Essex.

For Members’ information, meetings of the Health Overview, Policy and Scrutiny Committee are held during the daytime at Essex County Council Offices in Chelmsford. There are currently six meetings scheduled for the remainder of this municipal year. Where the appointed member is unable to attend, a substitute may be nominated.

The appointed Member would serve as a non-voting representative on the Health Overview, Policy and Scrutiny Committee. Details of forthcoming meetings, together with previous agenda and minutes, are available on the Essex County Council website: EssexCmis5 > Committees > Health Overview Policy and Scrutiny Committee.

To receive and note any Member scrutiny requests received and, in accordance with the agreed procedure, note that they will be referred to the Committee's Working Group at its next meeting for initial assessment and report back to the Committee.
