Following the Officers’ presentation the Applicant, Mr Coleman addressed the Committee.
Members discussed the application in detail and raised a number of questions which were responded to by the Lead Specialist: Development Management. In particular the following points were noted:
· There was no objection received from the ecological manager;
· Bridleways were not detailed in the application;
· Some of the attenuation proposed would double as an amenity area for general use and the Lead Local Flood Authority were happy this was an appropriate approach taken by the developer.
In response to some discussions regarding the Public Right of Way (PROW) and the need to be clear on the PROW being used, the Office advised he had noted this point.
Following further debate Councillor A S Fluker proposed that the application be agreed. The Chairman put this to the Committee and it was duly agreed.
RESOLVED that this application be APPROVED subject to the following conditions:

2 All mitigation and enhancement measures and/or works shall be carried out in accordance with the details contained in the Ecological Conservation Management Plan– Reserved Matters 3, dated 08 August 2022, Technical Survey Note: Bat Survey 2021 and 2022 – EPR, Badger Technical Note: Survey Results and Recommendations – EPR as already submitted with the planning application and agreed in principle with the local planning authority.
3 Prior to the installation of any lighting on site a lighting design scheme for biodiversity shall be submitted to and approved in writing by the local planning authority. The scheme shall identify those features on site that are particularly sensitive for bats and that are likely to cause disturbance along important routes used for foraging; and show how and where external lighting will be installed (through the provision of appropriate lighting contour plans, lsolux drawings and technical specifications) so that it can be clearly demonstrated that areas to be lit will not disturb or prevent bats using their territory. All external lighting shall be installed in accordance with the specifications and locations set out in the approved scheme and maintained thereafter in accordance with the scheme. Under no circumstances should any other external lighting be installed without prior consent from the local planning authority.
4 Prior to the installation of the Local Areas of Play (LEAP) and Neighbourhood Area of Play (NEAP) hereby approved, details of the fencing surrounding the LEAP and litter bins to be instanced within it shall be submitted to and approved in writing by the local planning authority. The development shall then be implemented in accordance with the approved details.
5 Prior to the use of the allotments hereby approved, details of weather protected storage of bicycles shall have been submitted to and approved in writing by the local planning authority. The bicycle storage shall be retained as approved in perpetuity.
