To disclose the existence and nature of any Disclosable Pecuniary Interests, Other Registrable interests and Non-Registrable Interests relating to items of business on the agenda having regard to paragraph 9 and Appendix B of the Code of Conduct for Members.

(Members are reminded that they are also required to disclose any such interests as soon as they become aware should the need arise throughout the meeting).

To consider the recommendations coming forward from the Committees detailed below.  Please note that the Minutes of these meetings are not enclosed as they have not been approved at Committee level.

Agenda Item 272 – Fees and Charges Policy 2024 / 25

Recommended that the 2024 / 25 Fees and Charges Policies at APPENDIX 1 be approved.

To note that since the last Council, up until Wednesday 25 October 2023 (Council agenda dispatch) the following Committees have met, and to receive any questions in accordance with Council and Committee Procedure Rule 6 (2).

To consider the following Motions that have been received.

In accordance with notice duly given under Procedure Rule 4, Councillor A S Fluker to move the following Motion, duly seconded by Councillors L J Haywood, M G Neall, W Stamp and J C Stilts.

Motion:

That at its meeting on Thursday 2nd November Council resolves to agree that the New Homes Bonus reserve and the additional monies received through new Business Rate income should not be used to support the General Fund but should instead be used to deliver District wide infrastructure projects for the benefit of all residents and with regards new Business Rate income support for local businesses and commerce.

In accordance with notice duly given under Procedure Rule 4, Councillor R H Siddall to move the following Motion, duly seconded by Councillor M G Bassenger.

Motion:

To improve efficiency, consistency, and effectiveness of the Local Planning Authority, it is proposed that the Council agrees to switch its governance arrangements for planning committees from three Area Committees to one single Planning Committee. This committee would deal with all area-level matters in future. There would be no change to the current District Planning Committee arrangement.

By agreeing to this Motion, Officers are instructed to bring forward a report to the next Council Meeting which determines the steps required to bring this change into effect after the next Statutory Annual Meeting.
