Disclosure of Interests
To disclose the existence and nature of any Disclosable Pecuniary Interests, other Pecuniary Interests or Non-Pecuniary Interests relating to items of business on the agenda having regard to paragraphs 6-10 inclusive of the Code of Conduct for Members.

Minutes:
Councillor S J Savage declared a non-pecuniary interest in Agenda Item 6 - FUL/MAL/17/00396 Land South of Wycke Hill and Limebrook Way Maldon as he was a single person.
Councillor Mrs P A Channer declared a non-pecuniary interest as a Member of Essex County Council advising that there were references to the Essex Design Guide in the report on which the County Council were consulted along with other matters.
Councillors M F L Durham and R Pratt declared non-pecuniary interest in any matter involving Essex County Council as they were Members of the County Council.
The Committee received the reports of the Chief Executive and determined the following planning applications, having taken into account all representations and consultation replies received, including those listed on the Members’ Update circulated at the meeting.

Councillor Mrs P A Channer disclosed a non-pecuniary interest as a Member of Essex County Council who was consulted on matters of highways and other aspects such as access etc.

Councillor Mrs P A Channer declared a non-pecuniary interest in Agenda Item 4 OUT/MAL/15/01327 Land North and West of Knowles Farm, Wycke Hill, Maldon as she was an Essex County Councillor and the County Council had been consulted on this application.
At this point, the Chairman introduced Ms Jane Linley the Council’s legal representative and Mr Matthew Lane from Essex County Council Highways.

At this point the Chairman introduced the Council’s Deputy Monitoring Officer, Ms Shirley Jarlett. Ms Jarlett reminded Members in relation to disclosable and other pecuniary interests, which included an interest that related to or was likely to affect a beneficial interest in any land in the authority’s area it should either have been previously declared or declared at this point. If a Member had such an interest, Ms Jarlett advised that they could not take part in the meeting and should withdraw from the chamber.
The following declarations of interest were made in relation to Agenda Item 4 - OUT/MAL/15/00419 Land at Broad Street Green Road, Maypole Road and Langford Road, Great Totham / Heybridge:
• Councillor Miss S White advised that she had previously declared a non-pecuniary interest in the Local Development Plan (LDP) due to her family having submitted land and provided detail as to why she felt she did not have an interest. She further advised that she did not know the applicants or owners.
• Councillor A S Fluker declared in the interest of openness and transparency he knew some of the objectors.
• Councillor B E Harker declared in the interest of openness and transparency that he knew most of the objectors.
• Councillor I E Dobson declared the same non-pecuniary interest as Councillor B E Harker.
• Councillor Mrs B D Harker declared the same non-pecuniary interest as Councillor B E Harker.
• Councillor Miss M R Lewis declared the same non-pecuniary interest as Councillor B E Harker.
• Councillor Miss A M Beale declared the same non-pecuniary interest as Councillor B E Harker.

Councillor R G Boyce MBE CC declared a non-pecuniary interest, as he was a Member of Essex County Council and also Chairman of an Almshouse Trust.
Councillor Mrs P A Channer CC declared a non-pecuniary interest, as she was a Member of Essex County Council and also Chairman of an Almshouse Trust.
Councillor Mrs B F Acevedo declared a non-pecuniary interest in relation to Agenda Item 4 – FUL/MAL/14/00356 Land Between Chandlers and Creeksea Lane, Maldon Road, Burnham-on-Crouch as she knew many of the objectors.
Councillor A S Fluker declared in the interest of openness and transparency he knew some of the objectors and one of the agents working for the Agent, in relation to Agenda Item 4 – FUL/MAL/14/00356 Land Between Chandlers and Creeksea Lane, Maldon Road, Burnham-on-Crouch.
Councillor N R Pudney declared a non-pecuniary interest in relation to Agenda Item 4 – FUL/MAL/14/00356 Land Between Chandlers and Creeksea Lane, Maldon Road, Burnham-on-Crouch as he knew many of the objectors.
At this point in the meeting the Chairman asked that to aid those Members of the Public in attendance but seated outside of the Chamber that Members stand when speaking.
