Exclusion of the Public and Press To resolve that under Section 100A (4) of the Local Government Act 1972 the public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 1 of Part 1 of Schedule 12A to the Act, and that this satisfies the public interest test. Application for the Grant of a New Hackney Carriage / Private Hire Dual Driver's Licence To consider the report of the Director of Customers and Community, (copy enclosed). Minutes: The Chairman announced that the order of business would be change to enable this application to be considered first. There were no issues identified affecting the ability of the three Members in place to consider and determine this application. The Chairman then introduced everyone present and outlined the procedure to be followed.
Councillor B S Beale left the meeting at this point and did not return.
The Licensing Officer took Members through the report highlighting the matters before them for consideration.
Mr Medland, who was not represented and did not propose to call any witnesses, then addressed the Sub-Committee in support of his application and addressing issues raised in the report and matters of clarification sought by Mr Wilcockson for the benefit of the Sub-Committee.
Members of the Sub-Committee then questioned Mr Medland further and Mr Medland made some concluding remarks in support of his application and the job offer he had received.
The Chairman adjourned the meeting at 10:27am for Members to retire to consider their decision.
DETERMINATION OF THE APPLICATION
The Sub-Committee re-convened at 10:41am.
Mr Medland was advised that the Solicitor had been asked to join Members during their adjournment to provide legal guidance.
The Chairman advised that having considered all the information before them the Sub-Committee:
RESOLVED that Mr Derek Medland be granted a Hackney Carriage / Private Hire Drivers’ Licence for a full period until determination or otherwise by the Court (in relation to the matter for which this item was brought before the Committee).
The Chairman adjourned the meeting briefly before proceeding to the next item of business. |

Application for the Grant of a New Hackney Carriage / Private Hire Dual Driver's Licence To consider the report of the Director of Customers and Community, (copy enclosed). Minutes: The Chairman introduced everyone present and outlined the procedure to be followed.
Mr Evans advised the Sub-Committee that he knew the applicant through his place of work but was not in the same Service or at the same site. Mr Rushbrook confirmed that he was content with Mr Evans’ involvement in the proceedings. The Licensing Officer then took Members through the report highlighting the matters before them for consideration.
Mr Rushbrook, who was not represented and did not propose to call any witnesses, then addressed the Sub-Committee in support of his application and addressing issues raised in the report and matters of clarification sought by Mr Wilcockson for the benefit of the Sub-Committee.
Members of the Sub-Committee then questioned Mr Rushbrook further and Mr Rushbrook made some concluding remarks in support of his application, explaining the nature of the driving work he proposed to undertake.
The Chairman adjourned the meeting at 12.21pm for Members to retire to consider their decision.
